Responsibility to Protect (R2P)

--Four U.S. navy ships including USS Essex and USS Mustin loaded with food and water are a short distance from Irrawaddy delta where 2.5 million people have been in hunger for two weeks since May 2 cyclone.
--Britain dispatched HMS Westminster, which is now stationed 12 miles away off Burma’s coast for humanitarian contingency efforts .
--France also has an amphibious ship, Mistral, nearby
