W၁။ မြန်မာနိုင်ငံတွင် ဖြစ်ပေါ်လျက်ရှိသော အခြေအနေများနှင့်ပတ်သက်သည့် ဆုံးဖြတ်ချက် အဆိုမူကြမ်းကို ကုလသမဂ္ဂ လုံခြုံရေးကောင်စီက အတည်ပြုခဲ့ခြင်းအပေါ် ပြည်ထောင်စုသမ္မတ မြန်မာနိုင်ငံတော်အား ကိုယ်စားပြုသည့် အမျိုးသားညီညွတ်ရေးအစိုးရက ကြိုဆိုပါသည်။ အထူးအားဖြင့် ယင်းအဆိုမူကြမ်းအားပြုစုသည့် လုပ်ငန်းစဉ်၌ ဦးဆောင်ဦးရွက်ပြုခဲ့ပြီး ဆုံးဖြတ်ချက် အဆိုမူကြမ်းအား အတည်ပြုရာတွင်လည်း ထောက်ခံပေးသည့် ဗြိတိန်နိုင်ငံနှင့် အခြား ထောက်ခံသည့် နိုင်ငံများကိုလည်း ကျေးဇူးတင်ရှိကြောင်း ဖော်ပြလိုပါသည်။

၂။ အမျိုးသားညီညွတ်ရေးအစိုးရအနေဖြင့် ယခုအတည်ပြုခဲ့သည့် ဆုံးဖြတ်ချက်အဆိုကို ထောက်ခံပါသည်။ မြန်မာနိုင်ငံတွင် ဒီမိုကရေစီ ပြန်လည်ထွန်းကားလာစေရေးအတွက် ထပ်မံတိုးမြှင့် ဆောင်ရွက်သည့်အနေဖြင့် ကုလသမဂ္ဂ အဖွဲ့ဝင်နိုင်ငံများနှင့် သက်ဆိုင်သူများ အားလုံးက ဤဆုံးဖြတ်ချက်အဆိုပါ အချက်များကို အချိန်နှင့်တစ်ပြေးညီ အကောင်အထည်ဖော် ဆောင်ရွက်ပေးကြပါရန် တိုက်တွန်းလိုပါသည်။

၃။ ဤဆုံးဖြတ်ချက်အဆိုသည် မြန်မာနိုင်ငံတွင် ဖြစ်ပေါ်နေသည့် ဆိုးရွားသော အကျပ်အတည်းအတွက် လုံခြုံရေးကောင်စီက အရေးယူဆောင်ရွက်ပေးရာတွင် တိုးတက်မှုတစ်ခုအဖြစ် ပြသနိုင်ရုံသာမက နိုင်ငံတကာ ငြိမ်ချမ်းရေးနှင့် တည်ငြိမ်ရေးအတွက် စစ်တပ်၏ ခြိမ်းခြောက်နေမှုကိုလည်း ပြသပေးပါသည်။ ထို့အပြင် ဆုံးဖြတ်ချက်အဆိုတွင် လူ့အခွင့်အရေးအား လေးစားလိုက်နာရန်နှင့် တရားဥပဒေစိုးမိုးရေးဖော်ဆောင်ရန် လိုအပ်ကြောင်းကိုလည်း မီးမောင်း ထိုးပြထားပါသည်။ အဓိကအချက်တစ်ခုအနေဖြင့် နိုင်ငံတော်သမ္မတ ဦးဝင်းမြင့်နှင့် နိုင်ငံတော် အတိုင်ပင်ခံပုဂ္ဂိုလ် ဒေါ်အောင်ဆန်းစုကြည် အပါအဝင် စစ်တပ်က မတရားဖမ်းဆီးချုပ်နှောင် ထားသည့် အကျဉ်းသားအားလုံးကို ချက်ချင်းလွှတ်ပေးရန် စစ်တပ်ကို တောင်းဆိုကြောင်း ပါရှိပါသည်။ ထို့အတူ ဆုံးဖြတ်ချက်အဆိုတွင် ဒီမိုကရေစီအဖွဲ့အစည်းများနှင့် လုပ်ငန်းစဉ်များကိုလည်း မြန်မာပြည်သူများ၏ ဆန္ဒနှင့် အကျိုးစီးပွားတို့နှင့်အညီ လေးစားရန်လည်း အလေးထား ဖော်ပြထားပါသည်။

၄။ ထို့အတူ ယင်းဆုံးဖြတ်ချက်အဆိုတွင် လူသားချင်းစာနာထောက်ထားမှုအကူအညီများကို ပြည့်ပြည့်ဝဝ လုံလုံခြုံခြုံ အဟန့်အတားမရှိ အကူအညီ လိုအပ်နေသူများထံ ပေးအပ်နိုင်ရန် လိုအပ်သည်ကိုလည်း အလေးထား ထည့်သွင်းဖော်ပြထားပါသည်။ တစ်ဆက်စပ်တည်းမှာပင် ရိုဟင်ဂျာဒုက္ခသည်များနှင့် ပြည်တွင်းနေရပ်စွန့်ခွာသူများ အနေဖြင့်လည်း ၎င်းတို့၏ ဆန္ဒအလျောက် ဘေးကင်းလုံခြုံစွာ၊ သိက္ခာရှိစွာနှင့် ရေရှည်တည်တံ့ခိုင်မြဲစွာ နေရပ်ပြန်လည် သွားရောက်နိုင်‌ရေးအတွက် လိုအပ်သည့် အခြေအနေများကို ဖန်တီးပေးရန်လည်း အလေးထား ဖော်ပြထားပါသည်။ ထိုမျှမက ဆုံးဖြတ်ချက်အဆိုတွင် အရှေ့တောင်အာရှနိုင်ငံများအသင်း (အာဆီယံ) ဘုံသဘောတူညီချက် (၅) ရပ်ကိုလည်း ထိရောက်စွာနှင့် လျင်မြန်စွာ ချက်ချင်းအကောင်အထည်ဖော်ဆောင်ရွက်ရန်နှင့် အကောင်အထည် ဖော်မှုလုပ်ငန်းစဉ် အတွက် ကုလသမဂ္ဂက ထောက်ပံ့ပေးနိုင်မည့် အခြေအနေနှင့်ပတ်သက်၍ လုံခြုံရေးကောင်စီထံ နှုတ်ဖြင့် အစီရင်ခံတင်ပြရန်လည်း ထည့်သွင်း တောင်းဆိုထားပါသည်။ 

၅။ ဤဆုံးဖြတ်ချက်အဆိုတွင် ဖော်ပြပါ အပြုသဘောဆောင်သည့် အချက်အလက်များ ပါဝင်နေသည့်တိုင် မိမိတို့ အမျိုးသားညီညွတ်ရေးအစိုးရက မျှော်မှန်းထားသည့် အချက်များ များစွာ ပါဝင်လာမှု မရှိသေးသည်ကို တွေ့ရှိရပါသည်။ သို့ဖြစ်ရာ ကုလသမဂ္ဂ လုံခြုံရေးကောင်စီနှင့် အထွေထွေညီလာခံတို့က ဤဆုံးဖြတ်ချက်အဆိုအပေါ်အခြေပြုကာ စစ် အာဏာရှင်စနစ်နှင့် ၎င်း၏ ရာဇဝတ်မှုများကို အပြီးတိုင် အမြန်ချုပ်ငြိမ်းရေးအတွက် ထို့ထက်ပို၍ ခိုင်မာသော လုပ်ဆောင်ချက်များကို အချိန်မီဆောင်ရွက်ကြပါရန် မြန်မာပြည်သူများကိုယ်စား အမျိုးသားညီညွတ်ရေးအစိုးရက တောင်းဆိုအပ်ပါသည်။ အဓိကအားဖြင့် အမျိုးသားညီညွတ်ရေးအစိုးရအနေဖြင့် မိတ်ဖက်အဖွဲ့အစည်းများနှင့် မြန်မာပြည်သူများနှင့်အတူ အကျိုးတူပူးပေါင်းကာ ဖက်ဒရယ်ဒီမိုကရေစီနိုင်ငံတော် တည်ထောင်ရေးလုပ်ငန်းစဉ်၊ ရိုဟင်ဂျာများ နေရပ်ပြန်လည် လာရောက်နိုင်ရေးအတွက် အထောက်အကူဖြစ်စေမည့် ပတ်ဝန်းကျင်အား ဖန်တီးပေးရေး၊ လူသားချင်းစာနာ ထောက်ထားမှုအကူအညီများ အမှန်တကယ် လိုအပ်နေသူများထံ ရောက်ရှိရေးနှင့် နိုင်ငံတကာရာဇဝတ်မှုဥပဒေအား ချိုး‌ဖောက်မှုများအတွက် တာဝန်ခံမှုရှိစေရေးတို့အတွက် နိုင်ငံတကာကူညီထောက်ပံ့မှု များကို ထပ်လောင်းတောင်းဆိုပါသည်။

၆။ ဤနေရာတွင် မြန်မာပြည်သူလူထု၏ ဆန္ဒနှင့် အကျိုးစီးပွားမှာ ရှင်းလင်းမြင်သာ၍ ထင်ရှားပါသည်။ ထိုသို့ သိသာထင်ရှားစေရန် ရဲစွမ်းသတ္တိပြည့်ဝသည့် သန်းပေါင်းများစွာသော မြန်မာပြည်သူများက တစ်ဦးချင်းအလိုက် ဆန္ဒထုတ်ဖော်ပြသခြင်း၊ လူထုအထွေထွေသပိတ်အား ဆက်လက်ပြုလုပ်နေခြင်း၊ ၎င်းတို့၏ ကျေးရွာများနှင့် မိသားစုများကို စစ်တပ်၏ ရက်စက်ကြမ်းကြုတ်သည့် လုပ်ရပ်များမှ အကာအကွယ်ပေးခြင်းတို့ဖြင့် နေ့စဉ်နှင့်အမျှ ဆက်လက် ထုတ်ဖော်ပြသလျက်ရှိပါသည်။ သို့ဖြစ်ရာ ယခုဆုံးဖြတ်ချက်အဆိုသည် ၎င်းတို့အတွက် အထောက်အပံ့ ဖြစ်စေသည့် ခြေလှမ်းတစ်ခုအဖြစ် ကြိုဆိုပါသည်။ ဤအတည်ပြုခဲ့သည့် ဆုံးဖြတ်ချက်အဆိုသည် မြန်မာနိုင်ငံနှင့် စပ်လျဉ်း၍ လုံခြုံရေးကောင်စီ၏ လုပ်ငန်းကို စတင်ခြင်းပင်ဖြစ်ပါသည်။ မြန်မာနိုင်ငံအရေးကိစ္စနှင့် ပတ်သက်၍ ဖြစ်ပေါ်တိုးတက်မှု အခြေအနေများကို မြန်မာကိုယ်စားလှယ်များနှင့် ပြည်သူများထံမှ တိုက်ရိုက်လက်ခံရယူ၍ ယခုကိစ္စအား ဦးစားပေးအဖြစ် လုံခြုံရေးကောင်စီက ထိရောက်စွာ ပုံမှန်ကိုင်တွယ်ဆောင်ရွက်သွားရန်လိုအပ်ပါသည်။ အဓိကအားဖြင့် မြန်မာပြည်သူများ၏ အသက်အိုးအိမ်များကို ကယ်တင်ရန်နှင့် ဒေသတွင်းမတည်မငြိမ်ဖြစ်မှုအား ကာကွယ်ထိန်းသိမ်းရန် လုံခြုံရေးကောင်စီ၏ တိကျခိုင်မာပြတ်သားသော ဆုံးဖြတ်ချက်ကို အထူးလိုအပ်ပါသည်။

“Statement of the National Unity Government of Myanmar on the adoption of the

United Nations Security Council Resolution on the situation in Myanmar”

 The Republic of the Union of Myanmar, as represented by the National Unity Government, welcomes the adoption of the United Nations Security Council Resolution on the situation in Myanmar. Myanmar offers its deep gratitude to the United Kingdom for its leadership in the process of drafting and adopting the resolution and to all others who support the resolution.

 The NUG supports the resolution and accordingly urges the member states and all relevant stakeholders to timely implement the resolution as taking a step towards restoration of democracy in Myanmar.

The resolution demonstrates the Security Council’s progress in taking action on the serious crisis in Myanmar and the junta’s threats to international peace and stability. This resolution highlights the need to respect human rights and to uphold rule of law. It urges the “military to immediately release of all arbitrarily detained prisoners, including President Win Myint and State Counsellor Aung San Suu Kyi,” whom the National Unity Government notes continue to serve in those roles within Myanmar’s government. Furthermore, the resolution emphasizes respect for “democratic institutions and processes, in accordance with the will and interests of the people Myanmar.”

The resolution also highlights the need for “full, safe and unhindered humanitarian access” as well as “scaled up humanitarian assistance to all people in need.” It emphasizes creating “conditions necessary for voluntary, safe, dignified and sustainable return of Rohingya refugees and internally displaced persons.” In addition, the resolution calls for concrete and immediate actions for implementation of the ASEAN Five Point Consensus and for an oral report to the Security Council on UN support for that implementation.

 Despite these positive elements and the challenges to adoption, we would have liked to see a stronger text. However, we are clear this is only a first step. As such, on behalf of the people of Myanmar, the National Unity Government calls on the UN Security Council, building on this resolution, to take further and stronger action to ensure the swift end of the military junta and its crimes. We call for additional international support for the collective efforts of the National Unity Government, allied stakeholders, and the people of Myanmar to build the Federal Democratic Union, pave a way to create a conducive environment for the repatriation of the Rohingya, deliver life-saving humanitarian assistance to all people in need, and ensure accountability for all violations of international criminal law.

The will and interests of the people are clear and continue to be expressed each day by millions of brave individuals protesting, maintaining a general strike, and defending their villages and families against the military’s atrocities. This resolution is a welcome step towards supporting them. The Security Council’s work only begins with this resolution. It should remain more regularly seized of the matter as a priority, including by receiving formal updates directly from representatives of Myanmar and its people. Decisive action by the Security Council is needed to save lives of the people of Myanmar and prevent further destabilization of the region.
